A half-day invitational workshop co-hosted by the Faculty of Law and the Department of Health Policy, Management and Evaluation, University of Toronto, and sponsored by the Atkinson Charitable Foundation was held on March 21, 2003 at the Faculty of Law, University of Toronto.

The purpose of the workshop was to bring together experts and opinion leaders to review and analyze various models recommended by a number of diverse groups. Those attending included academics, practice leaders, key opinion leaders, and officials from the federal and provincial governments.

Through a discussion of the First Ministers' 2003 Health Accord, the recommendations of the Romanow Report and the models presented, the objective was to distill the common features and highlight the elements deemed necessary for a future Council.
