A new report titled “Layered Suspicion” by Faculty of Law Professor Anver Emon, director of U of T's Institute of Islamic Studies, and Nadia Hasan, chief operating officer of the National Council of Canadian Muslims (NCCM), identifies whole-of-government policies and patterns of audit practices that together demonstrate potential biases in Canada Revenue Agency (CRA) audits of Muslim-led charities.
