TU Kai is Associate Professor at the Tsinghua University School of Law, and the deputy head of the university’s law office. His primary academic focuses are jurisprudence and constitutional law, with specific emphasis on three main areas: traditional Chinese legal philosophy, the regulations of the Communist Party of China, and the "One Country, Two Systems" framework. He held a concurrent position as the Deputy Minister of the Hong Kong and Macao Liaison Department of the All-China Youth Federation. He also provided consultancy opinions to the Standing Committee of the National People's Congress on the Hong Kong and Macao Basic Laws Committee, the Supreme People's Court, and the Hong Kong and Macau Affairs Office of the State Council.
