Susan Keenan, Hons. B.A. (Toronto), L.L.B. (Osgoode, 2004), L.L.M. (Osgoode, 2023), is Senior Counsel with the Ministry of the Attorney General in the Crown Law Office, Civil. Susan maintains a broad civil litigation, appellate and administrative law practice. Before joining the Ministry, Susan litigated at the federal Department of Justice for over a decade and spent time both in private practice and as in-house litigation counsel. She has represented a wide variety of provincial and federal government clients in complex and high profile litigation. She has appeared as counsel before all levels of court in Canada and several administrative tribunals. Over the years, her areas of practice have included information and privacy, security and policing, health, human rights and Charter applications, and planning law, among others. She has published in the Journal of Parliamentary and Political Law. She was called to the bar in 2005.
