This paper offers a historical account of the salience of the laws of war during the Vietnam War, in order to put American debate around them since 9/11 into a different perspective than usually taken.

Samuel Moynis professor of history at Columbia University. His most recent book is The Last Utopia: Human Rights in History (Harvard, 2010)
