Erin Mooney is an international expert on Internally Displaced Persons (“IDPs”) and the protection of civilians in armed conflict. She has served primarily with the United Nations and the Brookings Institution as well as a consultant to Governments NGOs, and regional organizations. She has worked extensively throughout Africa, and the Americas, Asia, the Balkans and the Caucasus.
For over a decade, from 1995-2006, Erin worked for the UN Representative of the Secretary-General on IDPs, from 2001 as Senior Adviser. She was Deputy Director of the Brookings Institution project on Internal Displacement (2001-2006). Prior to this, she served with the UN High Commissioner for Human Rights (1995-2001). From 2006-2009, she was Senior Protection Officer with ProCap, a cadre of senior experts deployed to bolster the UN’s protection response in humanitarian crises; her recent postings have included Somalia, Chad, Georgia, and Bosnia-Herzegovina.
Erin has authored over 40 scholarly publications on human rights and humanitarian issues as well as numerous international policy and guidance documents adopted and widely in use by the UN, regional organizations, Governments, and civil society. Her most recent publications, by the American Society of International Law (2010), provide guidance to domestic legislators on implementing international human rights and humanitarian law standards in situations of internal displacement. Currently, she is a Visiting Lecturer in International Relations at the University of Toronto.
