This paper examines the decision making processes of a committee jointly created by the Ontario Medical Association and the Ontario Ministry of Health and Long Term Care to review what physician services should and should not be funded by the Ontario Health Insurance Plan.

This paper develops a way of categorising decision making in the health care system. It sees decision making as being performed on seven levels and by three different processes.
