Lindsey Carson, BA (Duke) 2001, MSc (Merit) (London School of Economics) 2006, JD (Hons.) (University of Pennsylvania) 2009, SJD (candidate) (Toronto), called to the bars of Pennsylvania and the District of Columbia. Prior to graduate studies, Ms. Carson spent several years designing capacity-building assistance projects addressing corruption, HIV/AIDS, education, water provision, conflict resolution and management, and rule of law in sub-Saharan Africa, Asia, and Latin America. She holds a Master’s degree in Development Studies from the London School of Economics where her dissertation examined the impacts of conditional international aid programs on domestic institutions in recipient countries with a specific focus on Tanzania. During her practice at Arnold & Porter LLP, Ms. Carson advised multinational corporations, sovereign countries, and financial institutions on regulatory, compliance, and liability issues, focusing on the Dodd-Frank Wall Street Reform Act and the Foreign Corrupt Practices Act. She has co-authored reports and articles analyzing the lingering dilemmas in international development, the rule of law legacy in former British colonies, and the legal and policy options available to the Government of Uganda in managing its ongoing conflict with members of the Lord’s Resistance Army. Her current research focuses on the limitations and possibilities of domestic laws against foreign corruption.
