The course will canvas and critically review recent developments in economic regulation in sectors such as the following: telecommunications; broadcasting; airlines; electricity; postal services; agricultural supply management; and capital market regulation. With respect to social regulation, the course will focus on risk regulation in three contexts: product safety regulation; traffic safety regulation; and workplace safety regulation. In each case, the efficacy of the fit between choice of policy objective and choice of policy instrument (relative to alternative instruments) will be a major focus of analysis.

Evaluation
Five short (750 words each) assignments on readings for these topics (50%) and a 3,750 word (15 page) essay on an issue of the student’s choosing to be submitted at the end of the course (50%). If a student is writing a SYURP in the course, the number of short written assignments is reduced from five to two.
